Tom Tardy, Jr., Trustee of the Winona/Meridian Separate School District, received this packet of information from the Department of Health, Education and Welfare in January 1967. It contains a cover letter from Harold Howe, II, U.S. Commissioner of Education, to all Superintendents and Boards of Education of school systems qualifying for federal financial assistance under voluntary plans for desegregation. There are 5 sample letters and notices for their use in disseminating information regarding “choice of schools”.

In addition to the packet, there are two speeches, one marked “Negro Speech” and the other marked “White Speech”. There are Board of Trustee meeting handwritten notes on the back of the “White Speech” and there is a photocopy of similar notes dated January 13, 1967.
